According to a Pew Research Center poll (which I read about in the New Yorker), four of the top ten words that came to voters' minds when they thought of George W. Bush were "incompetent," "idiot," "liar," and "ass."

I guess he subscribes to the same theory as the manufacturers of the PT Cruiser- it's better to make a car that some people like and some people hate than a car that everyone feels neutral about.
